National Association of Counties Supports Extended Producer Responsibility

KANSAS CITY, Mo. -- At its annual meeting this week, the National Association of Counties (NACo) issued its support for business-run product takeback programs.

The group passed a resolution supporting a framework approach to Extended Producer Responsibility systems, which puts the onus of recovering, reusing and recycling products on manufacturers.

Some companies, mostly in the electronics industry, are already running takeback programs. Businesses like HP, Dell and Apple will take items they produce and, in some cases, items from any manufacturer. Retail stores, most recently Best Buy, have experimented with or implemented recycling programs or events. The programs are typically free to consumers and sometimes companies provide incentives like discounts to return items.

Extended Producer Responsibility advocates say the systems make companies more aware of what is going into their products since they will have to collect, transport, disassemble and recycle or dispose of them at the end of their lives.

NACo also passed separate resolutions declaring its support of takeback systems for e-waste, fluorescent lamps containing mercury and paint. The group supports producer- and industry-led programs that are not funded solely by state and local governments.
